Thereportcitedalocalresidentassayingthemoneywascollectedalongwiththepublicheatingfees.Itquestionedwhythecity"askedthepeopletopaythebill"afterreceivingpollutioncontrolfundsfromthecentralgovernment.

However,thegovernmentofAnguotoldXinhuathatitlaunchedaninvestigationintotheclaimbutfoundnolevyingofsuchfees.

Thechargementionedinthereportwasactuallygarbageandsewagedisposalfeesthatthecityhadrecentlycollected,itsaid.

ThereportofthecontroversialfeessurfacedasHebeiisunderpressuretotackleitssevereairpollutionarisingfromitsheavyindustries,whichhasallegedlyalsocontributedtothesmoggyweatherinneighboringBeijing[tax].

InOctober,thecentralgovernmentbudgeted5billionyuanforairpollutioncontrolinseveralnorthernprovinces,citiesandregionssurroundingBeijing,withmoresupporttoHebeiasitfaced"toughertasksofpollutiontreatment."
