China Signed Multilateral Convention on Mutual Administrative Assistance in Tax Matters

On August 27, Wang Jun, Administrator of the State Administration of Taxation (SAT), signed the Multilateral Convention on Mutual Administrative Assistance in Tax Matters (hereinafter referred to as "the Convention") on behalf of the Chinese government at OECD headquarters in Paris. Angel Gurría, Secretary General of OECD, attended the signing ceremony.


Developed jointly by the OECD and the Council of Europe in 1988, the Convention is a multilateral treaty combating cross-border tax avoidance and evasion as well as safeguarding an equitable taxation order through mutual assistance in tax matters. After being amended in 2010, the Convention became opened to all countries around the world. Since the convening of G20 London Summit in 2009, the international community had placed great emphasis on cooperative efforts for tax collection and administration, with an aim to address the growing cross-border tax avoidance and evasion. As a result, the Convention grows rapidly in its influence, which increasingly becomes a new standard for cooperative tax collection and administration around the world. As a big economic power, China has witnessed rapid development of its foreign investment, with constant inflow of foreign capital. The Convention will serve as a catalyst for bettering tax services and tax administration for cross-border taxpayers through cooperative efforts in relevant fields, thus creating an impartial and transparent tax environment.
